Preparing for the ad authorisation process

What advertisers need to know about getting authorised to run social issue, electoral or political ads

Advertisers who want to run ads about social issues, elections or politics must have their ad run by a person who has completed the authorisation process, which entails confirming your identity and location in the country that they are targeting with ads. They also must place a "Paid for by" disclaimer on their ad, which helps provide more transparency for people who see the ad and disclose who is trying to influence them.

Steps to become authorised

1. Confirm your identity in the country where you want to run ads by logging in to your Facebook personal profile account and navigating to facebook.com/id. You will need to provide an ID issued in that country and verify your location with a residential address in the country that you wish to run ads in. Note: This process needs to be completed by any person who wishes to create, modify, publish or pause ads about social issues, elections or politics.

2. Create a "Paid for by" disclaimer for your organisation's Facebook Page

  1. Log in to Facebook, then click your profile photo in the top right.
  2. Select the Page that you want to use.
  3. Select Settings & privacy, then select Settings.
  4. In the left menu, select Page setup
  5. Go to the Issue, electoral or political ads tab and click View
  6. In the :Where will you run ads? section, click the drop-down menu and select your country
  7. Under the Create disclaimers section, click the Create a disclaimer button.

Select the disclaimer flow that you would like to utilise. You can learn more about each of the options here.

3. Once a disclaimer has been submitted, you can assign that disclaimer to an ad account under the Manage your disclaimers section.

4. It's time to create ads about social issues, elections or politics! When creating these ads in Ads Manager or boosting a post via your Page or Meta Business Suite, you must select Social issues, elections or politics in the Special Ad Category at the beginning of your campaign setup. If you do not self-declare that your ads are about "Social issues, elections or politics" before you submit them, your disclaimer will not be attached to the ads and they will not be approved to run.

  • The turnaround time for reviewing these ads is up to 72 hours.

The ad authorisations process is one way that we maintain the integrity of ads about social issues, elections and politics on our platforms, and is required for a variety of influential content beyond traditional political campaign rhetoric. If you aren't sure if the content of your ad will require a disclaimer, we encourage you to learn more about how Meta defines ads about social issues, elections or politics, and see examples of social issues here.
